Police and emergency services were called to the collision on the northbound carriageway close to Gornhay Cross at 11am today.
It is thought the collision involved a Ford Transit van and two men who were working on the carriageway, say police.

The east-bound carriageway has since been reopened.
The Barnstaple-bound carriageway of the road remains closed and is likely to remain closed until this evening.
Drivers are urged to divert by using the off slip and then rejoin the carriageway after the incident on the on-slip).
The 43-year-old male driver of the van, who is from Saltash, has been arrested on suspicion of dangerous driving and taken to Heavitree Road police station in Exeter.
