Library ban could be used to punish peers

Peers found guilty of misconduct could be banned from using House of Lords facilities or claiming financial allowances under proposed new disciplinary powers for the upper chamber. If adopted, peers found to have breached the code of conduct could be prevented from claiming any money from the House or using House facilities – including the library, dining rooms, car parking spaces and pre-paid envelopes – for a specified period.
