Boss of shared service deal calls it a day

A chief executive who has overseen the near merger of two Devon councils with the loss of 100 jobs is to retire.

Richard Sheard, the shared chief of South Hams District and West Devon Borough councils, has announced he is to retire at the end of March after three years in charge.

Mr Sheard, who has been instrumental in overseeing the completion of a shared services deal which has saved £6 million, said it was a difficult decision but praised the "innovative new way of working" he helped bring.
